The OST is unique to the login and saved locally (Think of the OSt similar but not exact to the users personal settings), by uninstalling Office it wouldn't remove this, unless you delete the users profile or re-image the machine.

As for the PST, these are usually local but sometimes network (BAD, BAD, BAD) archive copies of emails that in either case the server wouldn't see thus you would need to reattach the PST to the users Outlook profile after uninstall.
